Taixing's intensive management successfully resolves the problem of electroplating wastewater.

The electroplating industry, as the "industrial beautician" of the manufacturing sector, provides technical support for everything from aerospace equipment to precision electronic components. However, the disorderly discharge of wastewater containing heavy metals has long been a "hard nut" in ecological governance. In response to the governance challenges of the electroplating industry, which is characterized by "small scale, scattered, disorderly, and polluting", Taixing City, Jiangsu Province, has taken the construction of centralized and integrated industrial parks as the starting point, and explored a new water treatment path of "industrial agglomeration, shared facilities, pollution joint control, and green development". This has provided a replicable practical sample for the green transformation of traditional manufacturing industries. 
In response to the environmental risks caused by improper disposal of electroplating wastewater, Taixing City adopted a systematic approach and initiated the planning and construction of the Surface Treatment Circular Economy Industrial Park in 2021. Through a combination of measures such as "shutdown, reorganization, transfer and introduction", it promoted the centralized entry and standardized development of regional electroplating enterprises. As the core supporting platform, the Jinmaoyuan (East China) Surface Treatment Circular Economy Industrial Park, with a total investment of 4 billion yuan, has established a new industrial ecosystem featuring "intensive layout, circular utilization, and intelligent supervision". Currently, it has attracted more than 60 enterprises, covering multiple fields such as new energy vehicles, aerospace, and semiconductors. 
In the wastewater treatment process, the park innovatively implemented a full-process, refined management approach. Within the 3.7-kilometer-long integrated pipe gallery underground, 18 types of wastewater are separated based on their chromium and nickel content, and are transported separately through a "one-enterprise-one-pipe, exposed pipe laying, real-time monitoring" mode to prevent the risk of mixed pollution at the source. After entering the treatment center, the wastewater undergoes multiple processes such as physical-chemical, biochemical, and deep oxidation for 7 days of strict treatment. This ensures compliance with discharge standards while achieving a 50% or higher water resource recovery rate, truly embodying the concept of circular economy. This centralized wastewater treatment model not only reduces the difficulty of environmental supervision but also spreads the treatment costs through scale effects, allowing enterprises to operate with less burden. 
The development of the park has become a "green engine" for enterprises to enhance quality and increase efficiency. After Jiangsu Yueyang Metal Surface Treatment Co., Ltd. moved in, the cost of treating nickel-containing wastewater decreased by approximately 20%, and the production process continued to be optimized under the guidance of the park's regulations; Taizhou Chunming Electronic Technology Co., Ltd. completed the upgrade of its automated production line and environmental protection facilities, with an annual output of 61 million pieces, achieving a leap from "small, scattered and unregulated" to "high standards". The person in charge of Jiangsu Mengli Jie Technology Co., Ltd. said that the unified environmental protection facilities in the park have enabled the company to save over one million yuan in sewage treatment fees annually, and by obtaining standardized environmental protection qualifications, the company has won the favor of core customers such as Tesla and NIO. 
To consolidate the governance achievements, Taixing City has established a long-term mechanism of "guidance, restraint and empowerment". The environmental protection department has opened a "green channel" for environmental impact assessment approval, reducing the original several-month approval process to just a few weeks. In the next step, the local area will continue to strengthen policy guidance and standard control, promote the construction of an intelligent supervision platform for the park, deepen the application of advanced wastewater deep treatment and resource utilization technologies, and strive to create a "Taixing model" for clean production and water environment governance in the electroplating industry across the country, injecting green momentum into the construction of a modern industrial system where humans and nature coexist harmoniously.
